New Dubai law to regulate how residents can help govt enforce rules, prevent violations

A new law in Dubai aims to streamline the regulations surrounding the law enforcement powers granted to community members, employees, and organizations managing public facilities. His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, issued Law No. (19) of 2024 to regulate the granting of law enforcement authority in the emirate.

This law is designed to ensure proper implementation of legislation by those granted enforcement powers and strengthen public-private partnerships in managing Dubai’s public facilities. It also aims to empower community members to assist government bodies in preventing violations of Dubai’s laws.

### Who Does the Law Apply To?

The new regulations cover:

– Employees of government entities
– Employees of private companies contracted by government entities
– Organizations granted law enforcement capacity to manage public facilities

– Citizens and residents of Dubai who are granted enforcement authority, excluding members of the judiciary and police officers

### Eligibility Criteria

To be eligible for law enforcement capacity, community members must generally be at least 30 years old, although exceptions may be made by senior government officials. They are also required to have the necessary expertise and knowledge in the area they oversee, be familiar with relevant legislation, and be capable of identifying violations.

Furthermore, individuals must undergo training to demonstrate proficiency in using modern technology. The law mandates that investigations be conducted in Arabic and sets performance evaluation standards for judicial officers.

### Revocation and Replacement of Previous Laws

Law No. (19) of 2024 also outlines the conditions under which law enforcement capacity can be revoked, with decisions made by the chairman of the Supreme Legislative Committee in Dubai. This new law replaces Law No. (8) of 2016, which previously governed the granting of law enforcement capacity in the emirate.

The streamlined approach is expected to enhance the effectiveness of managing Dubai’s public spaces and ensure that both citizens and organizations contribute to upholding the city’s regulations.
