
UAE Enforces Midday Work Ban from June 15 to Protect Outdoor Workers in Dubai and Sharjah
Starting June 15, the UAE will once again implement its annual midday work ban, prohibiting outdoor labor under direct sunlight from 12:30 PM to 3:00 PM daily. The regulation will be in effect until September 15, covering the hottest months of the year. This worker protection initiative, now in its 21st consecutive year, plays a critical role in ensuring health and safety during the peak of summer.
The rule applies across all emirates, including Dubai and Sharjah, where a significant number of construction and infrastructure projects operate year-round. Under this initiative, companies are mandated to halt outdoor tasks during the midday heat and must provide shaded rest areas for workers, along with cooling facilities such as fans and cold water stations.
Employers are also required to offer electrolyte-enriched hydration, first-aid kits, and other approved wellness provisions to safeguard workers from heat-related illnesses. The Ministry of Human Resources and Emiratisation (MoHRE) has stressed that all employers in Dubai and Sharjah must strictly follow these guidelines to avoid penalties.
Violations of the midday break regulation carry fines of AED 5,000 per worker, with a maximum penalty of AED 50,000 for multiple breaches. These measures are designed to deter neglectful practices and reinforce the importance of worker safety, especially in sectors like construction, logistics, and landscaping, which are prevalent in Dubai and Sharjah.
Some exemptions to the rule apply in cases where continuous workflow is necessary due to technical reasons — such as concrete pouring or asphalt work — or in situations requiring immediate attention like utility repairs, traffic management, or emergency services. However, even in such cases, companies must obtain permits from relevant government authorities and ensure protective measures are in place.
The UAE government encourages residents in Dubai, Sharjah, and other emirates to report violations via the MoHRE call center (600590000), the official website, or its smart application. Public awareness campaigns and on-site inspections will be intensified during the summer to ensure that both employers and employees understand the importance of this initiative.
The midday break has seen high compliance rates in recent years — with more than 99% adherence reported — highlighting the success of the UAE’s proactive approach to labor welfare. As Dubai and Sharjah continue to expand with new developments, such safety regulations remain crucial in supporting the wellbeing of thousands of workers who contribute to the nation’s growth.
